The Basic Raw Materials Applicants' Manual has been developed on behalf of the WAPC by the Basic Raw Materials Senior Officers' Group, as a means of addressing issues of complexity in the current approvals process for extractive industries.
The manual has been developed to assist applicants in understanding the legislative requirements associated with establishing an extractive operation in Western Australia. Its objectives are:
- To provide an overview of the current planning approvals, extractive industry licences and clearing applications required in establishing an extractive industry in Western Australia.
- To raise applicant awareness of the current approvals, clearing and licensing processes, and provide information on completing applications and define applicant responsibilities.
- To demonstrate the relationships between local governments, the Department for Planning and Infrastructure, the Department of Mines and Petroleum, and the Department of Environment and Conservation in the current approvals processes.
The manual provides guidance on the range of approvals needed under different legislation, describes the differing approval requirements between private land and Crown land, informs applicants of the required documentation to accompany an application, defines applicants' responsibilities, provides information on standard statutory timeframes and criteria used in assessments, and lists relevant agency contacts who can provide assistance.
It is expected that the manual will enable better quality applications leading to reduced delays in the processing of applications and will also assist related agencies to see how they fit in the current process.
The manual is a valuable resource to guide and inform industry and government on the planning process for the extraction of basic raw materials in Western Australia.
