WA Planning Manual - Payment in Lieu of Parking Plan

The State Government has developed guidance on the preparation of a Payment in Lieu of Parking Plan for non-residential development in Perth and Peel.

The State Government has implemented key planning reforms to introduce amendments to car parking provisions for non-residential development including the requirement for a Payment in Lieu of Parking Plan (PILPP). PILPP provisions apply where local governments seek to collect payment in lieu of meeting minimum car parking requirements, for non-residential development proposals. 

The reforms align with the State Government's Planning Reform agenda outlined in the Action Plan for Planning Reform (Action Plan) released in 2019, and responded to the following goals and initiatives of the Action Plan:

PILPPs are prepared under clause 77J of Schedule 2, Part 9A of the Planning and Development (Local Planning Schemes) Regulations 2015 (Regulations) applicable to the Perth Metropolitan Region and Peel Region Scheme areas. As specified in clause 77B(2), Part 9A does not apply to development to which the Residential Design Codes (Volumes 1 and 2) apply.

PILPPs shall follow the manner and form approved by the Western Australian Planning Commission (WAPC) (refer below). A PILPP prepared in the approved manner and form does not require referral to, or approval by, the WAPC, only by the local government.

The WAPC pursuant to Clause 77(H)(4) of the Regulations has approved a method of calculation of the reasonable estimate of costs for providing a number of car parking spaces equivalent to the parking space shortfall for the development (refer below).
